Not possible to move the textbox out of the way

Normally with these kinds of windows, you can move them out of the way. This box is stuck in this place not able to move. As I put a reference template first as an image and I want to type over the text, I cannot see it because it is under this textbox which cannot be moved. Please make it movable.
