statistics for user and/or limits / Extended User Management / 3.2

As a fablab, we have many different users and it would be greatly helpful if we can set limits (like a time limite) and have statistics on user usage (per job summary/total time with ability to reset stats).

As an example, when we register a new user, he has 2h of laser usage (cutting or engraving) included. After 2h, he has to pay to get access to the machine. Also, a web API to access to this information would be greatly helpful for integration.
