Ability to lock/unlock material settings by the superuser / Extended User Management // 3.1

Ability to lock material settings. Only the superadmin can edit them. This prevents less experienced users from mistakenly changing settings, but leaving them to create their own material. Now if a user has no rights to materials he can not create his own settings. (like in JobControl).
