Users who can use designs but not edit designs. / Extended User Management

I'm currently trying to setup my company for multiple users on the machine. I would like it though if they could pull up or use a design but not actually adjust it. That way I could format/ make designs and general operators can then use that design and print the labels by pulling in a CSV file and using the variable data.
